When managing pass rules - if Apply all is selected and exclusions are set - when toggle off and changing to targeted ticket buckets the exclusions remain - and in a case of instant tickets for pass holders - this prevented expected scanning from occurring. A UI notice or indicator of the hidden exclusions, or a removal or override of them once the Toggle All has been unselected.
