As the same films are submitted to multiple festivals that are using Eventive Virtual Festival, is it possible to access content already uploaded via another festival? or will that require a separate ingestion?

Great question! Yes, if filmmakers have already uploaded a film to Eventive, they won't need to upload it again and can choose it from their existing "library" to seamlessly submit to your fest. However, we have to re-encrypt and serve a unique asset for each specific festival for security reasons, so ingestion fees still apply.
